Isolating state legal ideology, rights, freedoms and responsibilities of citizens as components of legal culture brings the understanding of legal culture closer to the understanding of the entire legal superstructure, the legal system of society, including the individual and his activities. Legal culture in this case acts as a social phenomenon with a clearly defined target orientation, covering the entire set of the most important components of legal reality in the course of its actual functioning.

The composition of legal culture includes: a) legal institutions that ensure legal control, regulation and implementation of the law; b) political assessment of law and legal behavior, law-making activity, legal science; c) the level of development of the entire system of legal acts (legal documents) d) state legal ideology; e) rights and freedoms of citizens.

The rule of law and its action have a specific and, in general, positive impact on the implementation of norms of behavior. The fact is that maintaining legal order and behavior is not limited to general and special prevention and concerns not only offenders or potential offenders. It plays a more significant role, because it influences both the state of legal consciousness and the implementation of other social norms, for example, moral ones.

A legal organization, like any other, for example, political or religious, has characteristic features. One of them is the specificity of the activity. Legal activity is characteristic of a legal organization at any level. It characterizes internal and external applications. The internal legitimate activities of a specific organization (a certain association of people) also include the performance of professional functions by its structural divisions and the optimization of relationships between the people included in them.

State information resources must be kept in a form and in a condition that allows free access to the information contained in them.

The most significant state information resources include the following arrays of information:

Library resources are about 150 thousand libraries, of which more than 2.5 thousand scientific and public libraries have automated information technologies and databases.



The archival fund of the Russian Federation with a total volume of more than 460 million units of archives, including more than 193 million units of archives under the direct jurisdiction of Rosarkhiv. and several hundred databases.

Information resources of the State System of Scientific and Technical Information, in the formation of which more than 30 specialized organizations at the federal and industry levels, 69 regional information centers, as well as state enterprises in the material production sectors participate.

Search in the "Garant" system

There are 6 types of search in the Garant system:

· Basic search

· Search by details

· Search by situation

· PRIME. Review of legislative changes

· Dictionary

Search by situation is a unique patented development of the Garant company. The encyclopedia of situations contains over 100,000 detailed terms ("GARANT-Maximum. All Russia"). Thanks to the Encyclopedia of Situations, any person who is not an expert in the field in question and does not know the details of the normative act can find the answer to his question in a huge array of data and select documents that describe the situation. To do this, you need to formulate a question and select key terms from it. The search result is usually a list of 3 - 7 documents. The user is taken to specific fragments of found documents that correspond to the question asked. “Search by Situation” is the king of help in searching if you don’t know what words to use to make the correct request so that the program understands you. It contains many search situations that will definitely help you. Just enter some keywords and select the desired situation from the resulting list. This search is not in the Code and in the Glavbukh. And it is useless to argue about which is better, “Search by Situation” or “Legal Navigator” in “Consultant Plus”. They are similar only in appearance, but the proposed situations in them are very different. It should be noted that “Search by Situation” has a number of significant differences from “Contextual Search”.

Firstly, with Contextual Search, in the list found, in addition to the necessary documents, there will also be those that, although they contain the required context, are not relevant to this problem.

Secondly, Contextual Search misses those documents that contain synonyms or abbreviations. For example, if you type “VAT” in the context line you specify during Contextual Search, you will miss documents that mention Value Added Tax. When Searching by situation, the system will provide a list of both documents.

Thirdly, during Contextual Search, the system will stop only at those document fragments that contain the searched context. When Searching by Situation, you will see the fragment that illuminates the problem you are interested in, even if the context itself is higher or lower.

The encyclopedia of situations is uniform for all information and legal blocks. Having any set of blocks, you can use them as one base. This approach reduces search time and ensures completeness of information.
There are 3 types of search in the Codex system:

To make it easier for users to work with such a volume of information, the system uses two thematic classifiers, one of which was developed by specialists from the Federal Antimonopoly Service of the North-Western Territory. Each document included in the system has a set of attributes inherent to it (name of the document, name of the court that accepted the document, date of adoption, status, etc.). In order to find which cases were considered on the issue of interest to the user, you can use convenient thematic, attribute and contextual search tools, filtering and sorting functions, and even compose your request in ordinary language. Topic search is based on the fact that all documents placed in the system are related to one or another topic. In this case, the thematic classifier is a hierarchical structure, so that, moving from higher-level topics to lower-level topics, gradually refining the request for a topic of interest to the user, you can move on to the corresponding list of cases that interest users.

Legal navigator can be used if the details of the documents are unknown and the user does not know in which materials to look for the necessary information on the problem.

The legal navigator consists of key concepts (right column), which are combined into groups (left column). It is enough to select key concepts (or groups) related to the problem being studied - the system will find documents on the issue of interest.

For the convenience of users, now when you first enter the Legal Navigator, a brief description of this search tool and the main ways to work with it is provided in the right window.

The legal navigator, a tool for intelligent document search, helps the user quickly find basic documents on the issue of interest to the user. The legal navigator consists of two columns: the right contains key concepts, and the left contains groups that combine similar key concepts. The user ticks the required concepts, and the system builds a list of documents on this issue. The legal navigator effectively complements the capabilities of the search card.

Let us highlight the main capabilities of working with legal information in the ConsultantPlus system:

1. The “Documents under control” function provides automatic verification of changes in documents that are most important for the user from the sections “Legislation” and “Drafts of Laws”. The user puts important documents under control, and if there are any changes in the documents, the system reports this. Documents selected by the user are placed by the system in the “Documents under control” folder, and changed documents are copied to the “Latest changes in documents under control” folder - by opening it, the user will see in which documents changes have occurred.

2. Opportunities for quickly studying a document. First of all, this is an article-by-article hierarchical table of contents for each document, from which you can quickly move to the corresponding fragment of text, and vice versa. There is a retrospective of the editions of all changing documents - thanks to this, the user has complete information about the state of legislation at any point in time.

The link guide allows you to select the required edition of a document when going to it using links from the texts of copyright materials and court decisions. The user determines which edition to follow the link to - the current one or the one that was valid at the time of preparing the consultation or making a court decision.

You can add comments to the texts of documents. This makes the user’s analytical work more visual and easier to understand. User comments in the text of the document are saved in the system, including when transferring the text to MS Word and when printing the document, and if necessary, they can be disabled from viewing on the screen.

3. Opportunities for analyzing a legal problem. When studying a document, specialists often need additional materials that are related to the document being studied, for example, consultations with experts in accounting and taxation, comments from lawyers, judicial practice and press materials. In the ConsultantPlus system, such information can be quickly obtained using special icons in the fields of documents - when you click on this icon, all additional materials become available. And to obtain information about all documents related to what is being studied, use the “Links” button on the system toolbar.



For the convenience of users, the texts of the documents also contain notes with important information about the use of the document or its individual parts.

The user can save any documents from the ConsultantPlus system in the familiar Microsoft Word format. Also, directly while working, you can transfer the text of the document you are studying or a fragment of it into Word. This makes it easy to prepare, for example, the text of a contract, using the text from the ConsultantPlus system as a basis.

4. Convenient saving of work results. The system provides ample opportunities to work with folders containing collections of documents of interest to the user, and with bookmarks that mark important fragments of text. You can save various types of information (regulatory documents, comments, consultations, forms of business papers, etc.) in one folder, and use bookmarks to record your commentary on a piece of text. You can exchange folders with colleagues - there is a function for exporting/importing folders and bookmarks. When preparing your own documents based on information from the system, special tools are used to select, copy and transfer text fragments to Word.

5. Current background information and legislative news. The system provides quick and convenient access to reference information (for example, exchange rates, tax rates, accountant’s calendar, etc.) and legislative news, allowing you to keep abreast of the latest changes in the regulatory framework and the release of new documents.

Legal navigator in the GARANT system. The F1 platform is a special type of search using a combination of two types of classifiers - a thematic classifier and a classifier of types of legal information. Search by " Legal Navigator"(Fig. 9.5), in essence, is a search for a document by thematic table of contents. First, you should decide what type of legal information you need to find - legal acts, judicial practice, international treaties, etc., and click on the appropriate inscription in the section “ Legal navigator» main menu, and then sequentially refine the request using the thematic classifier located in the main window, gradually narrowing the range of legal topics under consideration.

The navigation panel displays the folder tree, and the contents of the selected folder are loaded into the main window. The windows are synchronized with each other so that transitions in one of them are automatically carried out in the other. You can see both the rubricator itself and the list of documents found by going to the appropriate section.

Classification is carried out according to legal norms. In the resulting list of documents, when entering the text of voluminous documents, they open precisely in those fragments that correspond in meaning to the topic of the selected sublevel. For normative legal documents, this is a specific rule of law. In addition, many legal norms can be classified into several sections of the rubricator, so the same document can be found in different sections.

Search for a particular section in " Legal navigator» can be done using a context filter. To do this, just type in any order in the context filter field the words from the title of the section of the desired topic. As a result of filtering in " Legal navigator"Only those sections will remain in which their own names or the names of their subsections correspond to the typed context.

The search for the typed context occurs when the " Enable context filter» is pressed.

For example, in order to find the text of the Constitution of the Russian Federation, you need to select “ Documentation» and open it by clicking on the plus sign next to it. Next is the item “ Fundamentals of state legal structure", select the item " Constitution of the Russian Federation and its subjects, charters of municipalities" and then select the item with the name "". After which, a list of documents that relate to the selected item will appear in the main window. Among them there will be a document called “ Constitution of the Russian Federation", this is the document you are looking for. In order to familiarize yourself with its contents, you need to click once on its name in the main window.

You can find this document faster by typing the word “ constitution"(Fig. 9.6).

Then the legal navigator will automatically select items containing the word “ constitution" In the title.

Question: How to quickly find important information on various practical situations?

The range of legal issues faced by specialists in an organization is very wide. Legal navigator ConsultantPlus always helps us save time and clarify important information for several requests at once.

Step 1: Under any profile, from any window of the ConsultantPlus system, you can go to the Legal Navigator. The button of the same name is located on the quick access panel.

We make a one or two word query in the search bar. On the left, we study the required groups of concepts one by one.

Step 2: On the right, check off the key clue concepts that clarify our query (they are highlighted in color). You can select up to 5 any prompts and build a list of documents.

All found fragments are highlighted. Using the “Find” arrows above the text, we quickly move from one fragment to another, studying the document.

Result: Fast! The most important and nothing more!

The essence of the Legal Navigator

Legal navigator is a special search tool based on the use of a dictionary of key concepts developed by specialists. It allows you to effectively find information on situations that arise in practice.

In the search bar of the Legal Navigator, it is enough to enter 1-2 words related to the issue you are looking for, and the system will offer a list of relevant key concepts from which you need to select the most suitable ones (Fig. 3.9).

Features of the dictionary of key concepts

. Key concepts are formulated in the “user’s language”. These are the most popular, most often used formulations (including unofficial ones, such as “dacha amnesty”, “thirteenth salary”, etc.), selected by specialists based on an analysis of various sources (texts of legal acts, the Internet, requests from real users, etc.) .

Dictionary contains tens of thousands of key concepts, therefore it reflects almost all situations that arise for the user.

Dictionary of key concepts structured: it contains two levels - key concepts are combined into groups (topics). This allows you to first identify a general topic, if necessary, and then choose a specific situation.

Dictionary constantly kept up to date.

For convenience in the dictionary there is a filter, which allows you to quickly find the key concept you are looking for.

When is it convenient to use Legal Navigator?

The legal navigator is convenient to use if you find it difficult to describe your situation in detail and can only name 1-2 words that correspond to it. By entering these words, you receive a hint in the form of selected key concepts from which you can choose the most suitable ones.

Note that you can also use Quick Search to search for information on a practical situation. But unlike the Legal Navigator, Quick Search is most effective when you can describe the situation in detail (for example, in 3-5 words).

Collaboration between Quick Search and Legal Navigator

When searching for documents on a practical situation using Quick Search, the system finds not only documents, but also a number of key concepts from the Legal Navigator that match the request. Selected key concepts from the Legal Navigator are presented on the right side of the window with a list of found documents (Fig. 3.12). Thus, the user can choose where to start - by reviewing the resulting list of documents or by selecting key concepts.

The benefits of working together between Quick Search and Legal Navigator

Using the proposed key concepts, you can clarify your initial request and obtain additional documents on the problem. A list of selected key concepts may suggest information on other related issues that may be useful.

Integrating the Legal Navigator into Quick Search provides significant time savings: you do not need to additionally turn to another search tool, formulate a query, enter it into the search bar, study the resulting situations and select the most suitable ones - the system does all this itself.
